Any web browser for Palm OS 4 supports UTF8 ?

Some people said Palm OS didn't supports unicode ? Is it true ?
If Palm OS not support unicode, then can web browser do the supports by itself ?

I know pocketPC (WinCE) didn't mention that its supports unicode
But the IE bundled with PPC have encoding choice to supports UTF8
